Steward TAC usage

The Office of Personnel (OPM) requires agencies to report on the number official time

hours used by unions to perform representational functions.  Effective pay period 702 on

December 31, 2006, time for union stewards must be recorded in the HRMS time and

labor system as defined below in order to meet OPM’s requirement. NTEU appointed

labor partners and stewards should continue to report their partnership duty time under

ZG0017, Partnership Activities, which is not reported to OPM. Managers and NTEU

stewards do not use the Partnership Activity code.

NTEU Stewards will charge their union official time to one of the following Activity

Codes:

ZG0017 – PARTNERSHIP ACTIVITIES (STEWARDS & EMPLOYEES)

ZG0029 – (STEWARDS) GENERAL LABOR-MANAGEMENT RELATIONS

This category for reporting official time hours refers to time used for activities not

included in the other three categories. Examples of such activities include: meetings

between labor and management officials to discuss general conditions of employment,

labor-management committee meetings (partnership), labor relations training for union

representatives, and union participation in formal meetings and investigative interviews.

ZG0039 – (STEWARDS) DISPUTE RESOLUTION-LABOR RELATIONS

This category for reporting official time hours refers to time used to process grievances

up to and including arbitrations and to process appeals of bargaining unit employees to

the various administrative agencies such as the MSPB, FLRA and EEOC and, as

necessary, to the courts.

ZG0049 – (STEWARDS) NEGOTIATIONS (MID-TERM)-LABOR RELATIONS

This category for reporting official time hours refers to time used to bargain over issues

raised during the life of a term agreement.

ZG0059 – (STEWARDS) NEGOTIATIONS (TERM)-LABOR RELATIONS

This category for reporting official time hours refers to time used by union

representatives to prepare for and negotiate a basic collective bargaining agreement or

its successor.

Please forward these instructions to the appropriate employees within your office and

assist them with updating their time entry profiles with the needed codes. If you have
