NTEU TABS Update

The National Treasury Employees Union (NTEU) and the NRC Office of the Chief Human
Capital Officer (OCHCO) have been in discussions regarding the implementation of TABS
initiative in the areas of:

1. Centralized Acquisition
2. Centralized Meeting and Conference Support
3. Centralized Information Services Functions:
a. Records Management/Records Liaison Functions
b. Information Collections/Paperwork Reduction Act Reviews (Excluding NRR)
c. GoToMeeting

It is important that moving forward employees understand the rules of engagement associated
with agency centralization activities:

• NO ONE WILL LOSE THEIR JOB AS A RESULT OF CENTRALIZATION

• EMPLOYEES WILL BE LATERALLY REASSIGNED

• EMPLOYEES WILL NEITHER BE DOWNGRADED OR PROMOTED

• EMPLOYEES WHO ARE REASSIGNED WILL COMMUNICATE WITH THEIR
NEW SUPERVISOR REGARDING WORK SCHEDULES AND TELEWORK IN THE
SAME MANNER AS IS EXPECTED WITH THEIR CURRENT SUPERVSIOR

• NOT EVERYONE WILL BE REASSIGNED AS PART OF CENTRALIZATION

• EMPLOYEES THAT ARE REASSIGNED WILL REPORT TO THE NEW OFFICE
SUPPORTING THE CENTRALIZATION

• EMPLOYEES THAT ARE REASSIGNED WILL BE PHYISCALLY RELOCATED
TO THE NEW OFFICE SUPPORTING THE CENTRALIZATION

• EMPLOYEE PREFRENCE OF REASSIGNMENT WILL BE CONSIDERED IN
SELECTION

• Management will assign employees to positions based on business needs, priorities,
skills, competencies, and other work-related considerations while taking into account
employees’ preferences whenever possible.

• MANAGEMENT ANTICIPATES THAT REASSIGNMENTS WILL BE
COMPLETED BY OCTOBER 31, 2013
